Government and public administration represents the largest single employer in the US economy, with federal, state, and local governments collectively employing over 21 million workers and administering budgets exceeding $7 trillion annually. Government agencies deliver critical public services — social benefits, public safety, infrastructure maintenance, and national defense — under intense public scrutiny, complex legal constraints, and the imperative to serve all citizens fairly regardless of their technological sophistication.

AI adoption in government is accelerating but uneven. Benefits agencies use machine learning to detect fraudulent claims, with the IRS's AI tools identifying billions in tax fraud annually. Emergency management agencies use AI to model disaster scenarios and optimize resource pre-positioning. Defense and intelligence agencies are among the most aggressive AI adopters globally, with the US Department of Defense investing billions in AI for logistics, intelligence analysis, and autonomous systems. At the local level, AI is improving permitting efficiency, code enforcement, and public transit optimization. Governing AI fairly — ensuring accountability, transparency, and equity — is as important as building the systems themselves.

US federal agencies use AI for benefits fraud detection (Social Security, IRS), immigration processing, and military intelligence analysis. Palantir and Anduril provide AI platforms to defense agencies. City governments deploy predictive policing tools and AI-powered permit processing. The DoD's Project Maven uses AI for drone imagery analysis. Emergency management AI predicts natural disaster impacts and optimizes resource deployment. Regulatory agencies use AI to process comment periods and monitor compliance.

A newer pattern is emerging outside the United States: national-scale citizen AI access programs that treat consumer AI as public infrastructure. Malta has become the first country in the world to offer free ChatGPT Plus to every citizen and registered resident, paired with a mandatory University of Malta AI for All literacy course and managed by the Malta Digital Innovation Authority — the inaugural deal under OpenAI's OpenAI for Countries program. The framing positions consumer AI as a public-good utility on par with libraries or public broadband rather than a per-user procurement line item, and the model is expected to attract follow-on deals in 2026 with terms (tier coverage, literacy requirements, data residency) varying by country.

Government IT and administrative roles are being automated through AI-powered citizen services. National security and defense AI is creating new high-skilled roles in AI ethics, algorithmic auditing, and AI policy. The Biden and Trump administrations both issued executive orders shaping federal AI adoption. Government AI is subject to significant public scrutiny around bias, privacy, and civil liberties.
